How the SME Packages aid lowers the cost of a website

SME Packages Digital, a Luxembourg state aid for small companies, covers 70% of a digital project that costs between 3,000 € and 25,000 € HTVA, according to the guichet.lu page (last modified 11 March 2025, checked 26 September 2026). On a website quoted at 10,000 € HTVA, 70% is 7,000 €, and the company's own share is 3,000 € HTVA.
What the aid pays
The percentage applies to the project cost inside that band. Some points along it:

The 17,500 € ceiling quoted on many provider pages is 70% of 25,000 €. The guichet page does not state it as a figure of its own. It also does not say how a project above 25,000 € HTVA is treated, so if your quote lands there, ask. A project below 3,000 € HTVA is outside the band.
The company chooses both the package and the provider ("choisissez votre package ainsi que le prestataire", in the guichet wording). No list of referenced providers is online: the former Luxinnovation list URL returned a 404 on 26 September 2026, and Luxinnovation's FAQ sends SME Packages questions to the Chambre des Métiers and the House of Entrepreneurship.
A pre-analysis is mandatory, with the House of Entrepreneurship (Chambre de Commerce) or with eHandwierk (Chambre des Métiers). The Chambre des Métiers page gives the same 70% and the same 3,000–25,000 € HTVA band.
The aid is calculated on the project's costs, and the provider still invoices the full amount. Ask during the pre-analysis when the aid is paid out, and plan the cash to cover the provider's invoices until it arrives.
What Luxembourg providers publish
These are the providers whose own pages showed a website-build figure when we checked them on 26 September 2026. Each figure is quoted in the page's own wording, with its tax wording carried as shown.

The rows describe different scopes. Dasol calls its amounts entry prices, MUM leaves content production out, and WebBoost shows one figure on its build page and another on its homepage. We calculated no average across them for that reason.
Running costs sit mostly outside these figures. webdesigner-luxembourg.lu adds hosting and domain at 50–75 € a year and charges maintenance at 60 € an hour. Dasol lists maintenance at 90 € or 150 € a month depending on the tier, with the Business tier on request. Adoraweb publishes WordPress maintenance at 2,880 €, 3,480 € and 4,680 € a year HTVA, plus 120 € an hour HTVA. The Funky Monkey publishes hosting at 250 €, 390 €, 480 € and 1,500 € a year HTVA, and no build price.
Aid figures on provider pages
On 26 September 2026 we read the provider pages that came up in searches for SME Packages Digital: 17 pages from 14 firms. Thirteen pages give figures that match guichet.lu (70%, the 3,000–25,000 € HTVA band, or the 17,500 € that follows from them). Four pages, from three firms, contradict it, with a flat 5,000 € grant or a 6,650 € entry threshold. Those amounts match the SME Packages rules of 2023.
On a 10,000 € HTVA project, a flat 5,000 € grant would leave the company paying 5,000 €; the current 70% rate leaves 3,000 €. On a 25,000 € project the gap is 5,000 € against 17,500 €. And a 6,650 € threshold would rule out a 5,000 € project that the current band covers.
Fit 4 Digital is a separate programme, still live, which covers a 5,000 € HTVA digital diagnostic in full, with a subsidy of the same amount (guichet page dated 26 February 2026). A 5,000 € figure is correct for that programme and wrong only when attached to SME Packages Digital.
What public buyers pay
Public contracts sit far above SME budgets and are useful only as a sense of the top end. The University of Luxembourg awarded 323,196 € for one year of maintenance and continuous improvement of uni.lu, a site launched in July 2023 (TED 231759-2025). The City of Luxembourg estimated 100,000 € HTVA, five years of maintenance included, for merging bimu.lu and tuffi.lu into one site (TED 472154-2023); that is the tender estimate, and TED held no award notice for it on 26 September 2026.
Before you sign
- Ask for the price excluding VAT. The aid band is expressed HTVA, and several figures in the table above carry no tax wording at all.
- Ask what the quote contains: who writes and translates the text, whether photography is included, how many languages and how many pages.
- Get the yearly running cost as a separate line: hosting, domain, maintenance, and the hourly rate for changes after launch.
- Ask who holds the domain, the hosting account and the code when the project ends, and what leaving a subscription involves.
- Book the pre-analysis with the House of Entrepreneurship or eHandwierk before committing to a provider, and read the aid rules on guichet.lu rather than on a provider's page. Some provider sites describe themselves as an approved or official provider for the aid; on 26 September 2026 there was no public list to check that against, so confirm the provider question at the pre-analysis.
Method
Aid figures come from guichet.public.lu and services.cdm.lu, checked 26 September 2026. For the price table we loaded each provider's homepage and its pages about pricing, offers or websites on the same day; prices that a site loads only through JavaScript may have been missed, so a firm absent from the table has not necessarily published nothing. The aid count covers the 17 pages from 14 firms that came up in searches for SME Packages Digital that day. Public contracts come from TED notices with a Luxembourg buyer; award notices on the national portal pmp.b2g.etat.lu were not read. Every amount appears as displayed, without conversion or rounding.
